한국종교인연대, 중동 지역의 군사적 충돌 중단과 외교적 해결 촉구 성명서 발표

한국종교인연대(URI Korea, 상임공동대표 김대선 원불교 교무·무원 대한불교천태종 전 총무원장·염상철 천도교 선도사)는 3월3일 중동 지역에서 확대되고 있는 군사적 충돌에서의 무력 사용 즉각 중단과 외교적 해결을 촉구하는 성명서를 발표했다.

지난 1999년 한국의 7대 종단이 중심이 되어 종교 간 상호 이해와 공존을 촉진하고, 일상적 협력과 평화 증진을 추구하며, 종교 간 대화와 협력을 위한 연합체로 결성된 후 다양한 활동을 전개하고 있는 한국종교인연대는 갈등을 근본적으로 해결하지 못하는 군사적 대응과 어떤 명분으로도 정당화될 수 없는 무고한 생명의 희생에 우려를 표하고, 민간인 보호와 국제인도법 준수를 강력하게 요청했다.

그리스도교의 사순절(Lent)과 이슬람교의 라마단(Ramadan) 기간인 지금의 시기에 필요한 것은 보복이 아니라 자제와 대화라는 점을 강조한 한국종교인연대의 김대선 상임공동대표는 “평화는 대화와 상호 책임 속에서만 가능하다. 지금 필요한 것은 군사적 우위가 아니라 생명을 보호하려는 공동의 결단이다”라고 전하며, 앞으로도 국제 종교 네트워크와 협력하여 생명 존중과 평화 증진을 위한 연대 활동을 이어갈 계획임을 밝혔다.

성명서 전문은 다음과 같다.

중동의 전쟁을 중단하고 평화적 해결에 나설 것을 촉구합니다

최근 중동 지역에서 군사적 충돌이 확대되며 다수의 인명 피해가 발생하고 있습니다. 미국과 이란 간의 무력 공방은 역내 긴장을 심화시키고 있으며, 민간인의 안전 또한 심각하게 위협받고 있습니다.

한국종교인연대(URI-K)는 모든 형태의 무력 사용을 즉각 중단할 것을 촉구합니다. 군사적 대응은 갈등을 근본적으로 해결하지 못하며, 오히려 긴장과 불신을 확대시킬 가능성이 큽니다. 무엇보다도 무고한 생명의 희생은 어떠한 명분으로도 정당화될 수 없습니다.

우리는 종교인으로서 모든 생명의 존엄과 가치를 존중한다는 원칙 위에 서 있습니다. 다양한 종교 전통은 공통적으로 생명 보호와 평화의 실현을 핵심 가르침으로 삼고 있습니다. 생명은 수단이 될 수 없으며, 평화는 선택이 아닌 책임입니다.

특히 현재는 그리스도교의 사순절 기간이자 이슬람교의 라마단 기간입니다. 사순절은 회개와 절제, 성찰의 시간이며, 라마단 또한 금식과 자비, 자기 성찰을 통해 인간의 본연을 돌아보는 거룩한 시기입니다. 이러한 종교적 성찰의 때에 폭력이 확대되고 생명이 위협받는 현실은 더욱 무겁게 다가옵니다. 지금 필요한 것은 보복이 아니라 절제이며, 확전이 아니라 자제와 대화입니다.

민간인 거주지와 학교, 병원 등 비전투 시설에 대한 공격은 국제인도법에 반하는 행위입니다. 국제사회는 민간인 보호 원칙을 철저히 준수하고, 인도적 지원이 원활히 이루어질 수 있도록 실효성 있는 조치를 취해야 합니다.

한반도에서 전쟁과 분단의 아픔을 경험해 온 우리는 무력 충돌이 남기는 상처가 얼마나 오래 지속되는지 알고 있습니다. 전쟁은 단기간의 군사적 결과와는 별개로, 공동체의 신뢰와 미래 세대의 희망에 깊은 상처를 남깁니다. 이러한 악순환이 반복되어서는 안 됩니다.

이에 한국종교인연대는 다음과 같이 촉구합니다.

1. 모든 당사국은 즉각 무력 사용을 중단하고 외교적 협의에 나서야 합니다.

2. 국제사회는 민간인 보호와 인도적 지원 보장을 위한 책임을 다해야 합니다.

3. 한국 정부는 사태의 확산을 방지하고 평화적 해결을 위한 외교적 노력을 강화해야 합니다.

4. 세계의 종교 지도자들과 종교 공동체는 갈등을 정당화하는 언어가 아니라 화해와 절제의 언어를 선택해야 합니다.

평화는 단번에 이루어지지 않지만, 대화와 자제 속에서만 가능해집니다. 지금 필요한 것은 군사적 우위가 아니라 생명을 보호하려는 책임 있는 선택입니다.

한국종교인연대는 중동 지역의 긴장이 완화되고, 모든 당사자가 평화적 해결의 길로 나아가기를 요청합니다. 더 이상의 인명 피해가 발생하지 않기를 바라며, 국제사회가 공동의 책임 아래 행동할 것을 촉구합니다.

Statement

A Call for an Immediate Cessation of Hostilities and a Peaceful Resolution in the Middle East

Recent military escalations in the Middle East have resulted in significant loss of life and growing instability in the region. The ongoing exchange of force between the United States and Iran has intensified tensions and placed civilian populations at grave risk.

United Religions Initiative (URI) Korea urges an immediate cessation of all forms of military action. Armed confrontation cannot provide a lasting solution to conflict; rather, it risks deepening mistrust and perpetuating cycles of retaliation. Above all, the loss of innocent lives cannot be justified under any political or strategic rationale.

As religious leaders and communities, we stand on the fundamental principle that every human life possesses inherent dignity and value. Across diverse religious traditions, the protection of life and the pursuit of peace remain central teachings. Human life must never be treated as a means to an end, and peace is not merely an option but a shared responsibility.

At this time, Christians around the world are observing the season of Lent, and Muslims are observing the holy month of Ramadan. Lent is a period of repentance, self-examination, and restraint. Ramadan is likewise a sacred time marked by fasting, reflection, compassion, and charity. Both traditions call believers to humility, self-discipline, and renewed commitment to the sanctity of life. It is therefore especially troubling that violence and the taking of life continue during a season devoted to spiritual reflection and moral accountability. What is needed now is restraint rather than retaliation, and dialogue rather than escalation.

Attacks on civilian areas, including schools, hospitals, and other non-military facilities, violate international humanitarian law. The international community must uphold its responsibility to protect civilians and ensure safe and effective humanitarian access.

Having experienced the enduring consequences of war and division on the Korean Peninsula, we understand that armed conflict leaves wounds that persist across generations. War damages not only present lives but also the trust of communities and the hope of future generations. This cycle must not be allowed to continue.

Accordingly, United Religions Initiative (URI) Korea calls for:

1. An immediate halt to all military actions and a return to diplomatic engagement by all parties concerned.

2. Concrete and effective measures by the international community to protect civilians and guarantee humanitarian assistance.

3. Active diplomatic efforts by the Government of the Republic of Korea to help prevent further escalation and contribute to peaceful mediation.

4. Religious leaders and communities worldwide to speak and act in the language of reconciliation, restraint, and peace rather than division.

Peace is not achieved instantly, but it becomes possible only through dialogue, responsibility, and mutual restraint. At this critical moment, what is required is not military advantage but the collective will to safeguard human life.

We call upon all parties to choose the path of peace and prevent further loss of life. We urge the international community to act with shared responsibility to reduce tensions and pursue a sustainable and just resolution.
